Canada visitor visa screening is becoming more risk-focused as Immigration, Refugees and Citizenship Canada discloses more details about the system used to assess travellers and visa policies.

In its 2026 Deputy Minister transition binder, IRCC says Canada’s Visa Policy Framework uses more than 40 criteria when officials consider whether to impose, maintain or lift a visa requirement for citizens of a particular country. The framework weighs both the benefits of facilitating travel and the risks associated with visa-free access.

The government document is dated September 4, 2026. It says visitor application volumes are projected to reach approximately 5.8 million in 2026, after nearly 5.6 million applications were received in 2025.

Canada Visitor Visa: What the 40-plus criteria actually assess

The 40-plus criteria apply to visa policy at the country level. They are not a 40-point checklist that officers score against every visitor visa applicant.

IRCC identifies several examples of the criteria used in national visa-policy decisions:

  • Safety and security concerns
  • Passport integrity and identity management
  • Bilateral benefits, including trade and tourism
  • Migration trends, including asylum claims and immigration violations
  • Risks involving unauthorized work or study

The framework has guided Canadian visa-policy decisions for more than 20 years. It helps determine whether citizens of a country generally need a temporary resident visa before travelling to Canada or can use a lighter-touch electronic travel authorization when flying.

A country-level decision does not determine the outcome of an individual application. A traveller from a visa-required country still faces a separate review based on personal circumstances, documents and admissibility.

How IRCC reviews an individual visitor visa application

For a Canada visitor visa application, officers assess whether the applicant is a genuine temporary visitor and whether the person is likely to leave Canada at the end of the authorized stay.

IRCC says the review can include:

  • Travel history
  • Family ties in the applicant’s home country
  • Employment and immigration status
  • Marital and family history
  • Work and education history
  • The purpose of the proposed visit
  • Supporting documents
  • Financial ability to support the stay
  • Health, security and criminal admissibility

IRCC says inadmissibility decisions require a case-by-case analysis of the facts and evidence before the decision maker. The department does not describe a universal minimum bank balance or a points-based approval formula in the transition binder.

That means limited travel history, a particular employment situation or another single factor does not automatically lead to refusal. Officers consider the overall evidence and whether the application is internally consistent and credible.

Visitor screening is being strengthened through risk monitoring

IRCC says an integrity strategy launched in summer 2024 was intended to address growing misuse and irregular migration involving temporary resident visa holders. Actions taken under that strategy have reduced fraud and tightened screening, according to the department.

The department also launched its Global Risk Framework for the temporary resident visa line of business in September 2025. IRCC describes the framework as an early-warning system for macro-level integrity risks. It is intended to help identify emerging patterns and support interventions before problems become more widespread.

The Global Risk Framework does not automatically approve or refuse individual applications. Its role is to help IRCC monitor systemic risks and adjust program responses.

Biometrics and information sharing remain central

Visa-required applicants generally provide fingerprints and a photograph, subject to limited exceptions. IRCC says Canada collects nearly 3.5 million biometric enrolments each year and shares biometric information with allies.

The department says biometrics support identity management and help screen against records involving known criminals, previous refugee claimants, people who were previously deported and earlier immigration applicants.

IRCC reports that its biometric collection network includes 166 Visa Application Centres overseas, 82 Service Canada locations and 130 U.S. Application Service Centres.

A case may also be referred for comprehensive screening by the Canada Border Services Agency or the Canadian Security Intelligence Service. The transition binder does not say that every application is referred or provide a universal referral threshold.

Visitor visas and eTAs use different screening models

Canada uses different pre-travel authorization systems depending largely on nationality and the level of risk associated with a traveller’s circumstances.

IRCC says 85% to 90% of eTA applications are automatically approved within minutes, although some are sent for manual review. An eTA is a lighter-touch screening tool and is not equivalent to a visitor visa assessment.

What applicants should understand before applying

The disclosure means applicants should not treat the country-level 40-plus criteria as a personal scoring system. The more important issue is whether the individual application clearly demonstrates a temporary purpose, credible plans and strong ties outside Canada.

Applicants should make sure that their travel purpose, financial documents, employment information and family circumstances are consistent. Documents should be truthful, complete and capable of supporting the claims made in the application.

IRCC’s disclosure also shows that Canada is attempting to balance legitimate tourism and business travel with concerns about fraud, non-genuine asylum claims, unauthorized work and other immigration violations.

For travellers, the practical takeaway is that screening is becoming more data-informed and proactive, but there is still no single factor that guarantees approval or refusal. Each application remains dependent on its own facts and evidence.
