Canada immigration applicants, employers and international graduates face several important deadlines and program milestones in October 2026 immigration updates.
The month includes the closing of a British Columbia registration intake, the end of a Yukon public consultation, a scheduled update to the federal low-wage Labour Market Impact Assessment rules, a planned Prince Edward Island invitation round and the first intake deadline for Quebec’s temporarily reopened experience program.
Ontario’s redesigned nominee program and the federal Express Entry system will also be closely watched, although neither has a guaranteed October draw schedule.

B.C. registration deadline arrives October 7
The British Columbia Provincial Nominee Program will stop accepting registrations for its Temporary Rural/Remote Health Support Initiative at 11:59 p.m. Pacific time on October 7, 2026.
The one-time initiative is intended for eligible workers already employed directly by a public health authority in a qualifying rural or remote community.
It covers selected cleaning and security occupations and is designed to support up to 250 nominations.
The province extended the registration deadline from August 31 to October 7 in August, citing wildfire-related impacts.
Registration through a private contractor does not meet the direct-employment requirement described by the program.
Yukon Nominee Program consultation closes October 8
Yukon’s 30-day public engagement on the Yukon Nominee Program ends on October 8.
This is a consultation deadline, not an immediate change to eligibility rules.
The territorial government says the review is examining whether the program continues to reflect Yukon’s labour-market needs, with possible changes expected to begin in 2027.
The consultation includes separate opportunities for the public, employers and certain foreign nationals who have participated in the program.
Yukon’s 2026 allocation is capped at 282 nominations, and the program continues to operate through Skilled Worker, Critical Impact Worker and Express Entry streams.
Low-wage LMIA restrictions will be reassessed October 9
Employment and Social Development Canada is scheduled to publish its next quarterly unemployment-rate table for the low-wage LMIA refusal-to-process measure on October 9.
Under the current rule, a low-wage LMIA application generally will not be processed when the position is located in a census metropolitan area with an unemployment rate of 6 per cent or higher.
The table currently in force covers applications submitted from July 10 through October 8, 2026.
The October 9 update could change which census metropolitan areas are restricted or available for new low-wage LMIA applications.
Employers should check the new table before submitting an application, because the restriction applies to new processing and does not cancel an existing work permit.
PEI lists October 15 as an anticipated invitation date
Prince Edward Island’s published 2026 schedule lists October 15 as an anticipated date for an invitation-to-apply round.
The province uses an Expression of Interest system for several immigration categories, including Labour Impact and PEI Express Entry.
The schedule is not a guarantee that invitations will be issued on that date or that every category will participate.
PEI’s remaining anticipated dates for 2026 are November 19 and December 17.
Candidates should rely on the province’s official draw announcement for the number of invitations, minimum scores and participating streams.
Quebec PEQ intake period ends October 31
Quebec’s first 2026 application-reception period for the Programme de l’expérience québécoise, or PEQ, runs from July 2 through October 31.
The temporarily reopened program is available through two streams for eligible Quebec graduates and temporary foreign workers.
Applications are submitted through the Arrima platform, and applicants must meet the applicable reception criteria connected to their education or work experience as of November 19, 2025.
Quebec says the PEQ has been reopened for a temporary two-year period, but the first application-reception window is specifically limited to July 2 through October 31, 2026.
A later reception period has not been announced.
Ontario’s redesigned program remains under watch
Ontario’s new Ontario Workforce Priority stream remains one of the most closely watched provincial immigration developments during October.
The stream replaced the province’s former eight-stream structure after regulatory changes took effect on June 25, 2026.
Ontario reopened its Expression of Interest portal on August 4, with pathways covering job offers in different TEER categories as well as eligible self-employed physicians.
Ontario has not announced a fixed schedule for its first invitation round under the redesigned framework.
Candidates should monitor the Ontario Immigrant Nominee Program for any draw notice rather than assume that an invitation round will occur during October.
Express Entry activity and the next levels plan
IRCC does not publish Express Entry draw dates in advance, so October candidates will need to watch the official rounds-of-invitations page for program-specific and category-based draws.
The federal government will also face the statutory reporting timetable for the next immigration levels plan.
Section 94 of the Immigration and Refugee Protection Act requires the immigration minister to table the annual report on or before November 1, or within the next 30 sitting days if a House of Parliament is not sitting on that date.
That timetable means October is likely to bring continued attention to permanent resident targets, provincial nominee allocations, economic categories, family reunification, refugee admissions and temporary resident planning.
It does not, however, establish a guaranteed date for a government announcement during October.
What applicants and employers should do
- Check whether a B.C. registration must be submitted before the October 7 deadline.
- Review the October 9 LMIA unemployment-rate table before filing a low-wage application.
- Keep PEI Expressions of Interest current and verify the official results after any draw.
- Confirm Quebec PEQ reception requirements before the October 31 closing date.
- Use official provincial and federal websites for final instructions because anticipated dates and program policies can change.
October 2026 is therefore less about one nationwide immigration rule change than about several deadlines affecting distinct groups of workers, employers and permanent residence candidates.
