Guam election results in the governor’s race

The result gives Republicans control of the governor’s office after two terms under Democratic Gov.

Lourdes Leon Guerrero, who was not eligible to seek another consecutive term.

Ada, a territorial legislator and Guam’s vice-speaker, campaigned with Calvo, a businessman.

Terlaje is a former speaker of the Guam Legislature and was the Democratic nominee for governor.

The governor and lieutenant governor are elected together in Guam.

The incoming administration will take office after the territory completes its certification process.

Democrat Alicia Limtiaco wins Guam’s congressional seat

Democrat Alicia Limtiaco defeated Republican incumbent James Moylan in the race for Guam’s delegate to the U.S. House of Representatives.

Limtiaco received 15,645 votes, or about 51 per cent, compared with 14,983 votes for Moylan, giving her a reported margin of 662 votes.

Limtiaco is a former Guam attorney general.

Moylan, a Republican, was first elected as Guam’s delegate in 2022 and sought a second term.

Guam’s delegate represents the territory in Congress but does not cast a final vote on legislation on the House floor.

The delegate can introduce legislation and vote in committees.

Republicans take narrow legislative majority

Republicans won eight of the 15 seats in the Guam Legislature, while Democrats won seven, according to the unofficial results.

The Republican winners included Sabrina Salas Matanane, Jesse Lujan, Chris Duenas, Telo Taitague, Hoa Van Nguyen, Vince Borja, Shelly Calvo and Eulogio Shawn Gumataotao.

The Democratic winners were Chris Barnett, Amanda Shelton, Telena Nelson, William Parkinson, Donna Quinata, Clynt Ridgell and Kallen Perez.

The result gives Ada’s incoming administration a legislative majority, although individual legislation could still require negotiation within the 15-member chamber.

Tydingco wins Guam attorney general race

Phillip Tydingco also won the attorney general’s race, defeating incumbent Douglas Moylan, according to the unofficial results.

Tydingco led Moylan by 1,575 votes in the final unofficial tally.

The contest included five candidates, making it one of the more closely watched law-and-government races on the ballot.

The attorney general serves as Guam’s chief legal officer and represents the government in legal matters.

Turnout and certification

Guam reported 31,414 ballots cast, representing turnout of 53.11 per cent, based on the final unofficial figures.

The Guam Election Commission must certify the results before the outcomes become official.

The commission’s election schedule listed certification as a later step in the process, meaning the reported totals remained unofficial when first released.

Certification can confirm the reported winners or address any corrections required during the canvassing process.

The commission is also responsible for formally recording the legislative seat totals and other territorial races.

Guam’s election was held on Tuesday, Nov. 3, 2026, local time.

Because Guam is 15 hours ahead of Toronto on that date, its polls opened at 4 p.m. Toronto time on Monday, Nov. 2, and closed at 5 a.m. Toronto time on Tuesday, Nov. 3, before polls opened in most of the continental United States.
